MBR National Security: The Multinational Warning About Overseas Labs

Marshall BioResources is not a New York farm with a national interest at stake. It is a multinational whose own website lists animal colonies in the United States, the United Kingdom, France and China. In the UK it owns MBR Acres, which breeds around 2,000 beagles a year at Wyton, and B&K Universal near Hull. Its Italian breeder, Green Hill, was seized by the authorities in 2012; 6,023 dogs had died there between 2008 and 2012, and three of its staff were convicted of animal mistreatment in 2015. A company that already breeds laboratory animals on three continents, including in the country its page names as the risk, is not warning you about offshoring. It is describing its own business model. See the whole group.

USDA guidance caps hands-on dog examinations at 10 animals per inspection, however large the site. At Marshall’s biggest facility, with more than 14,000 dogs, that is roughly one dog in 1,500. Two inspectors led 46 of the 48 public inspections of Marshall between 2014 and 2026, and inspections with extra inspectors recorded violations more than twice as often as those led by the usual pair. Even so, the USDA has cited Marshall for more than 20 Animal Welfare Act violations since 2007, and on 28 June 2023 issued Marshall Farms Group an Official Warning (ref NY230026) for an alleged breach of the rules on housing cats together.

AAALAC is a private, industry-funded accreditation, not a regulator. And the “rigorous” US regime is the same one under which Envigo’s Cumberland, Virginia site was shut down in 2022 with around 4,000 beagles removed, its parent Inotiv later pleading guilty to a record Animal Welfare Act penalty, and under which Ridglan Farms, after a Wisconsin judge found probable cause of animal-cruelty crimes in January 2025, agreed in October 2025 to give up its licence to sell dogs by 1 July 2026 in exchange for no charges. Marshall is right that these are separate companies. They were regulated by the standards it is asking you to trust.

Since 12 February 2026, MBR Acres has been treated as “key national infrastructure” under the Public Order Act 2023, so “interfering” with a beagle breeder carries up to 12 months in prison and an unlimited fine. The first arrests under that law came on 24 February 2026. A High Court judicial review of the regulations, arguing they breach the rights to free expression and peaceful assembly (ECHR Articles 10 and 11), was filed on 2 March 2026. At the Westminster Hall debate on 27 April 2026 the local MP said the legislation had been introduced for no reason other than to address Camp Beagle. Cambridgeshire Police have spent more than £2.1 million policing peaceful protest at the site since 2021. Marshall has also taken campaigners to the High Court for injunctions (including MBR Acres v Curtin [2025] EWHC 331). The protest laws, explained.

Meanwhile the UK government’s own position is the opposite of Marshall’s. Its November 2025 strategy, “Replacing animals in science”, commits to eliminating animal use “in all but exceptional circumstances” and prioritises replacement for dogs. Britain does not treat a dog-breeding shed as strategic capacity. It treats it as something to phase out.

Marshall’s own FAQ says it does not carry out research. It breeds and sells. So the question is where its animals go, and the answer is not a vaccine line. In August 2026 White Coat Waste Project traced Marshall dogs and cats to NIH-funded experiments including induced heart failure, obesity and diabetes, circulatory arrest, spinal cord injury and skull drilling. In the UK, MBR Acres beagles are sold at around sixteen weeks to contract research organisations for regulatory toxicity testing. Since December 2022 US law has not required animal tests before human trials at all. A readiness argument for beagle breeding has to explain what the beagles are for, and this page does not try.

The figures Marshall cites are about active pharmaceutical ingredients and biotech licensing deals. They are not about dogs. Nothing in the share of antibiotics or vitamins sourced from China changes whether a beagle toxicity study predicts what a drug will do in a person, which is the question the 9-in-10 clinical failure rate answers. And Marshall operates breeding facilities in China. If the concern is Chinese preclinical capacity, the company raising it is one of the companies building it. The supply-chain paragraph is a security argument borrowed from a different debate to make a dog-breeding business look like a strategic asset.

On 20 June 2026 we sent MBR Acres, its parent companies, its customers and the Cambridgeshire authorities an open letter proposing a negotiated, peaceful closure of the Wyton site, including an offer to buy the remaining dogs, with four weeks for a substantive reply. The deadline passed at midday on 19 July 2026 without a response. When Ridglan Farms in Wisconsin stopped breeding dogs for sale in 2026, more than 2,000 of its beagles went to rescue between April and August 2026, and research did not collapse. More than 65 companies have already cut ties with MBR Acres. A planned transition is on the table. It is Marshall that has declined to sit at it.
